Telangana Panchayat Raj and Rural Development Minister Dr. Dhanasari Anasuya Seethakka has conveyed her heartfelt congratulations to the newly elected Sarpanches and Ward Members who have officially assumed charge following the recent local body elections in the state. Highlighting the importance of grassroots leadership, the minister urged the newly elected representatives to function with integrity, accountability, and a strong commitment to public welfare.

In a statement released on Monday, Minister Seethakka said that the success of democracy lies in strong village-level governance and responsible local leadership. She reminded the elected representatives that they were chosen by the people with great trust and expectation, and that this mandate should be honoured through transparent administration and people-centric development.

In a significant step towards empowering local representatives with knowledge and clarity, Telangana Chief Minister A. Revanth Reddy recently unveiled a comprehensive handbook titled “Gram Panchayat Public Representatives’ Handbook”. The handbook has been designed to serve as a ready reference guide detailing the duties, powers, and responsibilities of Panchayat representatives.

The handbook has been prepared by the Telangana Institute of Rural Development (TGIRD) in accordance with the Telangana Panchayat Raj Act, 2018. Spread across 292 pages, the publication provides in-depth information on administrative procedures, financial management, development planning, welfare implementation, and legal responsibilities of Gram Panchayats.

Strengthening Grassroots Governance Through Knowledge

The objective of releasing this handbook is to equip newly elected Sarpanches and Ward Members with a clear understanding of governance mechanisms and statutory responsibilities. Officials said that many local representatives face difficulties due to lack of clarity on rules and procedures, and this handbook aims to bridge that gap.

The state government plans to distribute the handbook to all Gram Panchayat representatives across Telangana to ensure uniform understanding of Panchayat Raj laws and effective implementation of government schemes.

Senior Leaders Attend the Launch Event

The launch event was attended by several senior ministers and dignitaries, including Uttam Kumar Reddy, Dr. Dhanasari Anasuya Seethakka, Jupally Krishna Rao, Konda Surekha, Ponguleti Srinivasa Reddy, Vakiti Srihari, and Mohammed Azharuddin. Government Advisor Sudarshan Reddy and senior officials from various departments were also present.

Speaking at the event, leaders emphasised that strong local governance is essential for inclusive growth and sustainable development. They noted that empowering Panchayat representatives with knowledge and administrative skills would directly benefit rural communities.

Focus on Transparency and Public Participation

The Telangana government reiterated its focus on transparent governance, digital monitoring of development works, and active public participation in decision-making.
